With the rapid development of service-oriented government,the reform of the administrative examination and approval system and the transformation of government functions are accelerated.The basic tax bureau has a far-reaching and significant responsibility to reach the widest taxpayer.At the same time,the battalion changes the pilot comprehensive launch.The IRS Office tax services face more taxpayers and undertake more tax-related business.Tax services civil servants have long been under heavy business pressure,and the current management system lacks obvious and effective incentive,it is easy to cause boredom and slack,which will inevitably lead to the contradiction of levy,increase the cost of taxation and even cause the loss of tax.Therefore,it is necessary to probe into the effective incentive factors that influence the services work,to mobilize the services of the civil servants,to improve the enthusiasm of the officers,and to continuously improve the working quality.Based on the two-factor theory,this paper collects and collates the present situation of the civil servants ' incentive problem through the questionnaire survey and interview,and analyzes and studies the services by the data statistic and collation,from the working environment,the working relationship,the salary and welfare,the evaluation system four health factors and prospect expectation,career development work achievement four incentive factors refinement related fine index,through questionnaire survey form carries on the satisfaction survey,then obtains the tax services incentive effect present situation.Combined with the actual work,the reason of motivation failure is analyzed.At the same time,drawing on the experience of the developed country's civil servant system and the domestic mature enterprise window management,combining the double factor theory exploration,obtains the inspiration,unifies the double factor theory exploration,combs consummates the tax service civil servant incentive mechanism countermeasure,in the external construction must unceasingly increase the investment,optimizes the tax services construction,In the system construction,we should deepen the improvement of the salary system and perfect the examination system.Considering the prospect of career development,we should focus on the scientific and rational selection mechanism,strengthen professional confidence,construct career development system,and encourage innovation,constantly break through,excavate potential and realize its value.This paper highlights specific samples,in the design of the questionnaire,reduce the personal information options,to minimize interference factors,and strive to collect data real,objective.Through the analysis and carding,it aims to explore the incentive mechanism of specific posts through the investigation of specific sample groups,and to provide reference for the future reform of civil service system and the construction of incentive mechanism.
