Effective motivation is absolutely necessary in the work,and widely used.It can not only eliminate discontent of employee,but also can improve motivation to work.The group of civil servants are easily to burnout,which has bad effects on themselves, department and public.Compared to other civil servants,civil servants at the county level, have more serious incentive problems and lower satisfaction with job.To retain talents, the author is committed to focus on and improve incentive situations of the county civil servants.Herzberg’s two-factor theory is one of the famous incentive theory,which are widely used in human resource management by enterprises and units for decades. It is also called motivation- care theory,whose main point is that there are two classes of the factors influencing the incentive effect.One class is care factor,eliminating discontents, another class is motivation factor,increase employee’s satisfaction.Two-factor theory has great theoretical significance on civil servant incentive.Based on the S county civil servants as the research object,this paper use two-factors theory to analyze the incentive problems of civil servants.By the questionnaire method and interview method, the author has access to the incentive status quo of S county civil servants and put forward six factors about incentive effects, including salary, performance appraisal, negative incentives, the work itself, promotion and training.In addition to the introduction and conclusion, this paper is divided into four most.The first part, mainly introduce selected topic related concepts and theories; The second part, summarize the incentive status quo of S county civil servants, and put forward the existing problems. The third part, use two-factors theory on the analysis of the causes of six major problems; The fourth part, according to the reasons, propose corresponding effective solutions.
