China has a long history of agricultural society, the rural population is still a majority of the total population. Since the founding of New China, especially since the reform and opening up, China has gradually established a market economy and fast economic and social development has made remarkable achievements. But can not be ignored is that the rapid development, there is still a gap between urban and rural public services, and this gap to some extent intensified. As an important part of the equalization of public services, urban and rural equalization of public services, whether theoretical or practical significance have an extremely important position.Equal services in urban and rural areas of the main government focus is rural, means the configuration of reasonable regulation of public service resources between urban and rural areas, in order to meet the public service demands of urban and rural residents. Government’s ongoing transition to the "effective government" and "limited government" under the sound development momentum of China’s current laws and regulations based on the determined to play its social functions.The public perception of the overall level of benefits will be involved in the process of urban and rural equalization of public services, will involve trade-offs between efficiency and equity. Specific issues of principle on the basis of need by the performance of their functions, to coordinate the macro, meso and micro levels of the system and practice. So that the public service resources tend to be relatively backward rural areas. So as to realize the equalization of public services between urban and rural areas.
