Civil work is closely related to the citizens, it is an important function of our country government of public management social service. But, with the development of social economy, the traditional civil administration’s concept and method cannot have satisfied both material and spiritual life of our citizens which have a higher demand, undoubtedly, which give a bigger challenge for the civil work. So, it requires that our country should as soon as possible from the traditional civil administration to modern civil.Modern civil administration performance evaluation is the evaluation analysis the performance of moern civil administration work, it Is an important part of modern civil management work. The evaluation result can improve the civil work and provide a favorable basis to improve the ability of civil administration work. This paper establish the concept of Modern civil administration based on summarizing the theoretical system of Modern civil administration and absorbing related researches of performance of Modern civil administration. The paper draw lessons from the practice and experience of civil administration performance evaluation at home and abroad, we designed the index system of modern civil administration performance evaluation using the logic framework of "input-output-benefit".The ultimate evaluation index was determined by the expert meeting.Due to the limit of personal ability and the time, This paper finally choose eight key performance indicators which has carried on the empirical analysis for31provinces of the country’s civil administration work. We found that the related issues in the civil administration work of our country through the analysis of the data, according to these questions we Put forward Suggestions for the improvement of modern civil administration performance.
