Left-behind children is long-standing a social group in a certain period of time, their education has become an important topic in our country and is a unique problem in China. China is not only the most populous country in the world, but also has the world’s largest groups of children left behind."Child Welfare Policy Report2011" shows that at the end of2008, the total number of children whose age is0-18years old in China was278million people, of which there are58million rural children left behind. So the total number of children left behind in the total number of children in China is28.29%. In average about every four children in rural areas have more than one children left behind, and this number continues to grow.Since these left-behind children live away from their parents for a very long time. They lack of family education and parents’ education, thus lead to its security, thus they may have emotional, psychological, and a series of increasingly serious problems. The children left behind as part of our young children, they are also motherland future builders. They are healthy or not directly relate to China’s future development, social stability and harmony. Therefore, education problems of left-behind children are particularly important. To a certain extent, the "rural left-behind children" is actually a social management problem. Based on current study on children left behind problem, and study education problems of rural children left behind in Haiyang, Shandong Province Liuge Town and investigate thoroughly of their care, psychological and learning situation, thus to understand the real living environment and education status of these children. Thereby to probe into the reasons for the formation of rural children left behind problems in the perspective of social management and social management innovation, and then to put forward policies which can help to improve the state of education of rural children left behind in China.
