Construction And Operation Of Public Training Base

With the advance of economic globalization, the competition for obtaining talents worldwide gets much more intense. Although China is a population country, the general level of quality of population is low. This severely restricts the faster and better development of China’s economy and society. It is a very important development strategy that heads the current status of population country into human resource country, and raises the quality of whole laborers. The turn of the century, Shanghai took the lead in establishing the whole society oriented vocational training and skills identification public training base. After more than10years of development, centered with cities, China has built up more than30public training bases, and more than1000public vocational education and training bases based on institutes. Taking the construction and operation of public training bases as the research subject, combined with case analysis, the preliminary assumption to provide ideas and methods to the construction of domestic training bases, and further solve the difficulty of talent training is proposed.This dissertation describes the current status of construction of domestic training base projects based on introducing research methods, related concepts and significance of research. Focus on the defects of construction and running of public training bases, this dissertation makes discussion and analysis. Subsequently, makes case study of construction and running of public training bases of Wujiang distract, Suzhou City, thus concludes certain good practice and experience of it. Along with providing other cities else with reference to promote public training bases’ construction, this dissertation also provides useful tips to train skillful and innovative talents domestically. Finally, this dissertation presents a preliminary assumption for public training base construction in our country. In detail, this dissertation includes following several aspects:Part Ⅰ mainly summaries the research state of this topic. Focus on background, significance and method of this research, and makes conclusion and description of current research state both oversea and domestic.Part Ⅱ makes brief analysis of concept, character and meaning of construction of public training bases, defines public training bases as non-profitable public service platform funded by government finance to train ly skillful talents. It is designed as theoretical prelude to complete this dissertation smoothlyPart Ⅲ especially discuss the construction and running situation of public training bases in China, summaries that the problems have been encountered during the construction and running of public training bases, points the causes of these existing problems out.Part Ⅳ takes the construction of public training base of Wujiang distract as example, makes case study. In this exposition, it analyses3modes of construction and running of public training base, and summaries certain good practices and management experiences, provides other domestic cities else with reference to promote public training bases’construction.Part Ⅴ based on above exposition, describes personal preliminary assumption for construction of domestic public training bases, including new ideas to construct public training bases system and running mechanism. Accordingly, proposes certain strategies and count-measures.Part Ⅵ makes overview and summary, looks forward prospects of public training bases.
