A Study Of Transformation Of Township Government Administrative Unctions With An Angle Of Service-oriented Government

CPC Central Committee clearly proposes the great goal of building a service-oriented government,responding to the political, economic, cultural and social development requirements in the new situation. Atthe forefront of the new rural construction, the township government plays an irreplaceable and importantposition in this construction. In order to meet the requirements of the new rural construction, the reform ofthe administrative system of township government is imminent to comply with the construction ofservice-oriented government. With the abolition of agricultural tax in China, the township government hasfaced with serious financial problems. Some township governments even find difficulties in maintaining thedaily expenses. Through the analysis of the township government’s management dilemma, this papermakes a preliminary study on the construction of service-oriented government at the township level andproposes specific measures on the reform of township administrative system. These measures aim topromote the construction of service-oriented government at township level, which includes theimprovement of the operation situation, the public management and public service level of the townshipgovernment.This paper is composed of five parts as follows:Chapter One: It first introduces the background and significance of this study, then the research statusat home and abroad, followed by the ideas and purpose of this study and the methodology of this study atlast.Chapter Two: It introduces the theoretical foundations of this study, including the theories ofgovernment liability, the balancing of urban and rural development, and service-oriented government.These theories lay a solid foundation for the administrative reform of China’s township.Chapter Three: It first depicts the history of China’s township administrative system, and then inductsand summaries different functions of the political-centered township government, the economic-centeredtownship government and service-oriented township government, which indicates the functions of the newservice-oriented government at last. Chapter Four: it summarizes the problems existing in the administrative conception, administrativesystem, financial system and staffs’ personal qualities, and then analyzes the traditional ideological ideasand operative system, which obstructs the construction of service-oriented government.Chapter Five: based on the explorations of the administrative system reform at township level, thispaper proposes basic concepts, principles and seven steps to be taken to build the service-orientedgovernment.
