| Community is the most basic government unit which provides public service. To improve the functionof social management and public service, everything should be based on the basic unit——community.Along with China’s economic system from planned economy to market economy, government’s functionshifts from management-oriented to service-oriented. As a fundamental unit at the grassroots level,community’s role has undergone constant changes. Communities have been playing a more important partin social management and administrative work. The outdated community management mode can no longermeet the increasing needs of social management under the system of social management. Meanwhile, moreand more people have access to Internet as a result of rapid development of high technology and upgradedinformation. In the context of globalization, sharing resources is made possible. On this basis, China hasbeen able to establish a clear-cut comprehensive innovative community grids management mode.This paper uses literature research and case analysis method and proves that the innovative communitygrids management mode adapts to social development and the time after the author analyzes the practicalmode of Dongcheng district Beijing, Shanghai city and Shanghai’s Zhoushan Putuo district gridmanagement. Compared with the old community management mode in our country, the new mode solvesmore problems. Community grids management takes advantage of the current grid and strengthens therelationship between different functional departments and establishes information database to makeresource shareable. This enables community service to improve its efficiency and highlight thepeople-oriented role and residents may thus enjoy more convenient service of high quality. Howevercommunity management laws and regulations and the related mechanism are not sound simply becausecommunity management is still young in the exploratory stage. Therefore, the grid management personnelare not as professional as required, and people are not actively involved in community management. Theycannot interact with grid management, the corresponding measures are far from enough, the construction isnot satisfactory and there is no clear line between community work. Besides, there have appeared someproblems in terms of coordination between grids and management. After the analysis of the status quo, thispaper finds that community grids management personnel training does not really meet the needs. And there is a lack of incentives to motivate people in community construction and management; Relevant laws andregulations have a lot to be desired when it comes to division of work. Different community divisions haveproblems with coordination; Community fund is insufficient and cannot afford the construction cost.Therefore, information platforms are still under way.This paper intends to tackle the underlying problems and it introduces mature management techniquesat home and abroad. The paper stresses the importance of grids management, in particular, the substantialpublicity of grids management. This is to meant to improve social awareness of grids management, trainworkers of grids management, improve team spirits of grids management, perfect relevant policies andregulations and the systematic guarantee, standardize community grids management, give full play to theresidents for a positive role of grids management, to get people involved in grid management activities,improve the supervision mechanism, establish an effective incentive evaluation system, stimulate the staff’ssubjective initiative, and motivate people to come up with strategies and suggestions when it comes tofinancial support. These measures are to make up for the inadequacy of China’s community gridsmanagement and loopholes, improve community grids management level, realize the concept ofpeople-oriented service, make community grids management mode run generation after generation so as tobenefit people. This paper argues that community grids management meets the needs of the time. |
