In2006April, the CPC Shenyang Municipal Committee and Shenyang MunicipalPeople’s government decided to combine Huishan Agricultural Zone, Hushitai DevelopmentZone, Daoyi Development Zone, and set up Puhe New City Administration Committee. Asreform and opening-up and modernization area of Shenyang North New Area, through yearsof leap development, Puhe New City has become the development core engine of ShenyangNorth New Area, and made great contribution to the rapid development in politics, economyand society of Shenyang North New Area. The development of Puhe New City cannot bereached without the continuous reform and innovation of cadre team construction, either theestablishment of performance appraisal system.At the beginning of establish, performance appraisal has been highly prized by Puheleaders, over the years, through continuous research and exploration, has formed a set ofunique development zone performance appraisal system, and have made certain achievements.But, the internal and external factors of performance management theory has latedevelopment in domestic, cause Puhe New City performance appraisal still has someproblems. This report has systematically theoretical research of Puhe New City performanceappraisal system, through analyzing existing problems and reasons, learning advancedexperience of domestic local government, summary and explores the measures to establishand improve performance appraisal system of Puhe New City, provide new ideas for PuheNew City cadre and personnel reform, also provide power support to build Shenyang NorthNew Area service-oriented governmentThere are five sections in this report.Section one: discover and analysis of performance appraisal system. By analyzing andlearning of performance appraisal theory, provide powerful theoretical support for Puhe NewCity performance appraisal system.Section two: analyze Puhe New City performance appraisal system at present. Describepresent situation of Puhe New City performance appraisal system development, analyzing thepositive significance and advantage of establish and improve the performance appraisalsystem, and pointed out the main characteristics of Puhe New City existing performanceappraisal systemSection three: focus on analysis problem of Puhe New City existing performanceappraisal system, and variously discussing the reasons of these problems exist.Section four: describe experience of domestic advanced area. Through analyzing thefeatures and present situation of Shanghai Pudong development are and Qingdao Cityperformance appraisal, to provide practical experience for the establishment and improvementof Puhe New City appraisal system.Section five: the Key part. The first of all, set up working principle of Puhe New Cityperformance appraisal system, make clear direction of appraisal. Secondly, through three partsto establish and perfect the Puhe New City performance appraisal system: establish mean linkof perfect appraisal system, cultivation of government appraisal culture, establish andimprove appraisal mechanisms.
