Study On Equalization Of Basic Public Services In Urban And Rural Areas Of Nanjing

The equalization of basic public services is the core of social fairness and justice underthe condition of modern market economy. Gradually realizing the equalization of basic publicservices in urban and rural areas to meet people’s increasing demand to the largest extent andto provide basic and secure public services for urban and rural residents is an important task todo away with urban and rural two yuan structure and promote the integration of urban andrural development. It is also a major public policy to implement the scientific outlook ondevelopment,build a socialist harmonious society,and make sure that people share thedevelopment fruits in common in the new period. Nanjing is the capital of Jiangsu Province.It’s overall level of basic public services ranks before among all the cities of our country.However,there is a large gap between urban and rural basic public services level,directlyrestricting the balancing development of urban and rural areas. Therefore,in the importantperiod of Nanjing building a socialist harmonious society and a “big Nanjing”pattern,asystematic study of the equalization of Nanjing urban and rural basic public services hasimportant theory significance and practice value.Combined with two yuan economic structure theory,new public administration theory,new public management theory and new public service theory,with the integrated use ofliterature analysis method,case analysis method， data collection and analysis method,comparative analysis method,this paper gives a scientific definition to the connotation of theequalization of basic public services in urban and rural areas,does a full range of research onthe unequal situation of Nanjing Urban and rural basic public services. On the basis of theseanalysis,this paper comes to a conclution that the basic public services level in rural areas ismuch lower than that in urban areas,especially in services that closely related to people’slife,such as basic education，basic medical care and social security.The reasons that leading tothe unequal situation are as follows: two yuan economic structure,unreasonable division ofgovernment power and financial power,the contradiction between government supply and country dwellers’ demand，and unsound evaluation and supervision mechanism.With thereference to the successful experience of Chengdu and Suzhou promoting the equalization ofbasic public services in urban and rural areas,this paper puts forward the general paths ofNanjing promoting its equalization, namely establish the concept of developing urban andrural areas as a whole,stress on rural areas,suit one’s measures to local conditions,combineplanning with gradualness,improve the public finance system,vigorously promote thedevelopment of outskirt county economy,innovate the supply decision mechanism of basicpublic services,enhance the level of basic public services in rural area,perfect relevantevaluation and supervision mechanism. At the same time, in the guidance of the macroscopicpaths, according to the unequal situation of Nanjing urban and rural basic education, basicmedical care and social security,this paper puts forward respective countermeasures to advancetheir equalization.
