In recent years, Danang City which has the growing rate and rapid development has become the economic, commercial and touring center of the Middle Vietnam. Thanks to the appropriate policies, the implementation of developmental projects and programs which include educational and training policies as well as the special attention to the development of human resources, Danang City has successfully achieved its developmental goals. Today, Vietnam is on the way to integrate into the huge development of the world in the era of globalization, marketization and the scientific, cultural and informational revolution. In addition, Vietnam became a member of some international treaties and World Trade Organization (WTO) in2007, which has brought new challenges and opportunities to the competitive economy market. In this new context, Danang City has received not only many new opportunities but also some significant issues. More specifically, there are some new requirements and training tasks have appeared in term of the high quality of civil servants. Moreover, the quality and capacity of civil servants have the significant and direct influence on the capacity of the Communist Party, the competitiveness of the city and the construction as well as the proper development of Danang City. In particular, it is urgent to build up and develop a system of high-quality civil servants, which is significantly necessary to help Danang City meet all requirements in this current period of international integration. However, there are some unexpected shortcomings which have occurred during the implementation of high-quality civil servants training; for instance, the identification of training needs and the evaluation of training results, the encouraged and favored the civil servants regulation. Hence, those issues have limited the quality of civil servants training in Danang.In general this thesis is going to focus on the high quality civil servants my hometown as its main object and it also searches the theories about the training and managing the civil servants. The next, I will base on the research document about the training civil servants from others countries and Vietnam to compare the training method and have experience for Vietnam education. Moreover this thesis is going to analyse the current situations of civil servants in Danang city which are directly based on data collected from the previous studies of high-quality training programs for civil servants. At last, my thesis will recommends some suitable solutions for those current issues in order to improve the effectiveness of high quality training programs for civil servants.
