Civil Service Training is to build high-quality cadres of the pilot, basic, strategic projects, has an irreplaceable role in advancing the status and the great cause of socialism with Chinese characteristics. Mao Zedong once said:"factor once a political line, cadres are determined." Civil service is the core resources of the party and the state party and the country’s governance is the cornerstone of the national cause of prosperity and security. Quality of civil servants determine the success of the cause of socialism with Chinese characteristics. Enhance its quality, is inseparable from the experience of various social undertakings, but also inseparable from education and training.An important way to participate in the training of civil servants have not only the rights and obligations of civil servants, but also improve the quality of civil servants to enhance the ability of the civil service, it is an important means to build efficient government and service-oriented government. At present, China has established a more standardized system of civil service training, but in practice there are still not high quality of training of the phenomenon, leading to civil service training inputs and outputs imbalance. Quality is the lifeline of civil service training. The party’s18report makes clear: to strengthen and improve the civil service training to improve the quality of cadres and capabilities. The quality of cadres and capacity, is the ultimate expression of the quality of training of cadres, no quality, no training of cadres of its existence.Investigation of the author in the field, the quality of training of civil servants in the process of Shaanxi Province, civil servants found that the current strong demand for professional knowledge, has participated in special training courses to update their knowledge and to accept the vision of full-time training, especially with each course arrangements between two weeks to a month, from the theoretical and practical experience in the training of teachers using interactive teaching methods case-study type, etc. experiential teaching practical needs. However, the "not allowed to grasp training needs,. training is not standardized, training, quality is not high," is a major problem exists in Shaanxi Province, is currently training for civil servants.For the existence of these problems, we draw on human capital investment theory,"adult learning theory" and total quality management theory, combined with the current status of civil servants trained in Shaanxi Province, through field survey research, in-depth analysis of the civil law and the resulting quality of training the main factors affecting the civil service training quality, initially explored different factors difference between the quality of training impact, combined with the current problems of training exist, proposed to improve the Civil Service Training and quality of Shaanxi Province five proposals and the corresponding countermeasures to our country training for civil servants benefit.
