China has a vast rural areas and farmers, solving the “three rural” issues has beenthe focus of our party work, and villagers’ autonomy practice has proved an effectivegovernance model for China’s vast rural areas. Not only does it solve the problem ofrural management, rural stability, and the development of rural economy, but also themost important it makes our farmers realize the”zero distance” contact with thedemocracy, laying a solid foundation for the construction of China’s socialist democraticpolices.Basic system of villagers’ self-government has experienced a large degree ofdevelopment and improvement for a long time as our unique grassroots democracy.However, with the progress of society, improvement of people’s living standard and theraising of spiritual civilization level, coupled with the process of urbanization causingmany sensitive issues to rural areas, it makes the village self-government faceunprecedented challenges. How to fulfill the villager autonomy efficacy has been theproblem to be solved urgently in the complex social background.In view of this, the thesis is analyzing the villagers’ autonomy issues in the newsituation deeply based on the theory of participatory national analytical framework. Theauthor selected “M village” as example to explore the existing problems in the practice ofvillagers’ self-government in the current and try to come up with resolutions based on theperspective of the participatory theory.The paper is divided into four parts: the first part is the introduction and mainlyfocuses on the research background and significance, research trends at home and abroadas well as the research method and possible innovation. The second part introduces theconcept, characteristics and participatory state theory of villagers’ autonomy, laying afoundation for the following content. The third part explains the status of “M village”autonomy implied multiple problems and the deep mining problems. The fourth part putsforward the corresponding countermeasures, that is: giving full play to the role grassrootsofficials, realizing conversational democracy, developing third department, and so on. For the time being, researches about the participatory state theory combined withvillagers’ autonomy are not many. This article analyzes the exist problems and reasonsfrom the angle of participatory state theory via interview and questionnaire surveys andso on, and put forward corresponding counter measures to provide idea of resolving theproblems of villagers’ autonomy and also provide more possibilities for improving thevillagers’ autonomy.
