Over the years, the "three rural" issue has been the country on the focus of the work. With the in-depth development of the cause of socialist modernization, the country has put forward the grand goal of building a moderately prosperous and harmonious socialist society."Three Rural Issues" is increasingly becoming the focus of attention. Today, the problems of rural education have seriously hindered the rapid development of the rural economy. Therefore, the essential requirement of socialism demand vigorously develops rural education, social justice ethical demands, which is a fundamental solution to the core issue of the "three rural" education.Since the establishment of People’s Republic of China, the education and legal system in China has experienced hardships and setbacks, the unusual course of development. Analysis of the history of rural education in China is not difficult to see that China’s socialist legal system really starting from April12,1986, after the promulgation of the "Compulsory Education Law of the People’s Republic of China". Prior to1986, China has not enacted education laws enacted by the country’s highest authority, even if issued by the education administrative regulations, departmental rules for provisional trial basis, draft, lack of standardization, stability and authority, really play a major role in the specific educational practice education policy documents and executive orders.The development of rural education is the fundamental way to solve the "three rural" issue.
