The steady development of the society and the continuous improvement of thecitizens’ quality put forward new demands on the government administration. Theresponsible, legal, service-oriented government will be the value orientation of Chineselocal governments at all levels during the administrative reform. As the grass roots ofChinese regime organization system, rural government directly faces the majority offarmers. Their management is full of complexity and specificity. Moreover, themanagement affairs are more specific and quantifiable. The performance of ruralgovernment relates closely to the efficiency of public resources and social equity, andaffects the reputation and credibility of the government. Therefore, how to effectivelycarry out performance management in the rural and township government becomes aproblem that must be solved today.The thesis based on the above problems and actual condition of S TownGovernment, aims to investigate and study the situation of different departments,strengthen the performance awareness, use the performance evaluation index andenhance performance specification and evaluation of the results to solve themanagement problems of S Town Government, and raise the specific and effectiveperformance evaluation improvement. The contents are mainly as follows:Firstly, the necessity of studying the performance management of S TownGovernment. Government performance management is conducive to the effectivecommunication between the government and the general public, the transformation ofgovernmental functions, and construction of a clean, honest and efficient government.Secondly, to study the existing problems of the performance management of STown Government. After the reform of Chinese regime organization system, the staffsof S Town Government departments have more powers but heavier workload. Higherrequirements are put forward on the rural government to improve the performancemanagement. The original performance index design may be no longer applicable to thenew period of development.Thirdly, to study the specific performance index. The thesis based on the specific situation of S Town Government strives to design a set of appropriate performanceevaluation indicators for the daily work of S Town Government.Fourthly, to establish the relevant performance management improvement. Thethesis aims to determine the subjects, procedures and methods of performanceevaluation.Fifthly, to set up the safeguard measures. By establishing the normal supervisionmechanism and introducing the appropriate supervision measures as guidance andprotection, the performance management will be combined into the day-to-day work ofthe various departments and units of S Town Government.
