Study On Problems And Countermeasures Of The Youth Volunteer Organization Administration

As an increasing number of the youth volunteer organizations and volunteers, almost all government departments pay more attention on the youth volunteer organization. It promotes the youth volunteer service activity widely carried out in society and the inheritance and development of the spirit of volunteerism. However, the process of the youth volunteer organization administration also exist many problems which are universal and restrict the development of local youth voluntary service to a great extent.This paper takes Zhejiang Wenzhou Ouhai as an example, analyzes the problems of the youth volunteer organization administration, and puts forward the improvement countermeasures and suggestions from the perspective of a local government sector that is responsible for the youth volunteer organization.With literature study, the paper summarizes the situation of the youth volunteer organization administration, common problems, improved methods and foreign volunteer organization administration comparison.This paper analyzes the current situation of the youth volunteer organization administration in Zhejiang Wenzhou Ouhai, mainly from the youth volunteer organization framework, the youth volunteer service team, youth volunteer, youth volunteer service project, the policy safeguard and the function of youth volunteer service.According to the status of the investigation, this paper analyzes the main problems of the youth volunteer organization administration from five aspects such as the government intervention, effective resource scarcity of youth volunteer organization and youth volunteers, the low degree of social recognition, lack of volunteer training, lack of volunteer funds. At the same time, this paper analyzes the main reasons for these problems from three aspects of manager, volunteer and society.Based on the analysis of the problems and reasons, this paper proposes the improvement and promotion of youth volunteer organization administration countermeasures and suggestions from four aspects such as the scientific development of voluntary organizations, volunteer organization administration innovation, social workers transformation and enhance the public identity.In order to develop the youth volunteer organization, we need weakening the administrative dominance, reducing voluntary organization, and controlling the number of volunteers. We need more Innovation of the organizational structure, personal jobs, service projects and decision mechanism. We should turn the volunteer into social worker, make better planning and designs, introduction and cultivation more professional talents.This paper analyzes the situation of youth volunteer organization administration in Zhejiang Wenzhou Ouhai, proposes the feasible suggestions for improvement, it is effective helpful to develop the youth volunteer organization administration of other areas. It will promote the Ouhai district and other areas to break through the bottleneck encountered the youth volunteer organization administration, make up the defects, improve the mechanism design and the methods of work, and promote the new development of the youth volunteer organization administration in the new period.
