The Research On Problems Of Government To Buy Public Service From Social Forces

As a new paradigm and the new method, the government buying public service from the social forces has been widely used in western countries since1980s. After21st century, China has fundamental shift in various social aspects, and it has made great development during the process of economy growing. Economic development has brought the development of the society at the same time, and it also inspired social citizens’demands for diversity and diversification of public service. So, the citizens of our country have a growing strongly desire for constructing a perfect social security system, fair social welfare system and the quality of public service system. How to continually increase the number of public service supply and improve the quality of service in order to meet the growing demands of social citizens have become one of the important issues for the government needs to think seriously about.After Shanghai buying public services from the social forces in1995, many other local governments has started carrying on the beneficial attempt and has accumulated some experience. While it does not last a long time since the government power to buy public service mode, there exists some problems in the legal system, purchase information, assessment system and regulation mechanism and so on. This article focuses on the process of government buying public services from social forces in order to find out and analyzes the problems existing in the government purchase of public services, and then puts forward the countermeasures and suggestions.This article combined the government purchase of public services theory with the current problems existing in government purchase of public services, and then explored countermeasures of perfecting our country’s government purchase services in order to make the ways of government purchase much more scientific and feasible. The study of government purchase services helps popularize the government purchase of public services practice, and also guides our government actively seek maximum benefit for the public. What’s more, it also speeds up the pace of the construction of the service-type government, which is the need of building a service-oriented government. The way of the government purchasing public services from the social forces, is not only improves the efficiency of the public finance, government’s work efficiency and service quality strengthens the public service supply at the same time, but also has a significant effect on breaking the monopoly of the government and constructing a multivariate supply mechanism, which is the inside need of service-oriented government.In this paper, the specific research content includes the following five chapters: The first chapter is the introduction part, which introduced the selected topic background, purpose and significance of this paper, literature review at home and abroad, the main content of the research and the research methods and the innovation of the article.The second chapter mainly introduces the concept of government purchase of public services and its related theory. The paper also defines the concept of social forces. The theories are public goods theory, the new service management and public governance theory, which makes the government’s buying has the theoretical basis.The content of the third chapter is about the development of the government power to buy services from the public as well as the status quo of research. The purpose is to explore effective measures which are more suitable for the Chinese government purchase of public services.In the fourth chapter, the author analyses the problems during the Chinese government power buying public services from social forces, and the main problems are:the lack of legal system of security, lack of evaluation and supervision mechanism, the information is not open, unclear responsibilities and weak social organization, etc.The fifth chapter is about the corresponding solution countermeasure and the suggestion based on the study of the above problems, such as perfecting the legal system and the purchase information, constructing the system of evaluation and supervision mechanism, stipulating the duty of the government clearly and accelerating the social organization and so on.
