The central document No.1for ten consecutive years focused on "three rural", the rural problem has received more and more attention. China is a large agricultural country, China has a rural population is still more than600million. However, due to a long time for our government’s attention to human resource development in rural areas is not enough, and the investment is limited, so that China’s rural areas produce low quality talent, a serious waste of talent, and many existing condition. This brings great pressure to increase farmers’ income in the very great degree, hindering the improvement of agricultural productivity, at the same time also becomes the bottleneck of new socialist countryside construction. So how to improve the quality of rural human resources, to quickly change the current backward situation, cultivate and foster agricultural talents, make the rural economy to develop well and quickly, and thus achieve a comprehensive grand goal of building a moderately prosperous society, has become the important work of government at all levels, the government play its own function in the development of rural human resources is particularly important."The People’s Republic of China national economic and social development of the12th Five-Year Plan" clearly pointed out, the government should strengthen agriculture and benefit farmers, accelerate the construction of new socialist countryside. In the construction of new socialist countryside, farmers are the main body, the government is the dominant, the government must actively guide and service to the farmers, actively complete market and the farmers themselves can not complete the work.In this paper, through the use of theoretical analysis, comparative study, the combination of qualitative and quantitative analysis method, elaborated on human capital theory, government functions theory and other theories, reference and compared the successful practices of Japanese, German, American and French governments developed human resources in rural areas, using the data to the analysis of the current situation of rural human resources in China, recognizing the importance of the development of human resources in rural areas in our country, to study the status of government function to play in the whole process of rural human resource development and its problems. According to the actual situation in China, put forward the idea of our government to develop human resources in rural areas, using the analytic hierarchy process, through the construction of government functions analytic hierarchy structure in rural human resources development, to analyze the importance of the government function in the process of rural human resources development, obtains our country at this stage the government to solve the key factors in rural human resources development, clear the government should strengthen the functions in human resources development in rural areas. and put forward some suggestions to improve the government functions in the development of rural human resources from the five aspects of system construction, capital investment, the development of education, employment service and social security.This paper attempts through research, in the process of human resource development in rural areas, the government how to exert its function fully, to improve the overall quality of rural human resources, to make the rural human resources into human capital, in order to make new contributions to promoting the development of rural economy, solving the "three rural" issue and building new socialist countryside, thus speeding up the pace of building a moderately prosperous society.
