Township party and government organizations, as the most grass-roots national institutions, play a particularly important role in Chinese system of administrative organizations. Nonetheless, backward management and organizational forms result in low work efficiency. Numerous organizations which have introduced team work eventually end up in failure by either dissolving teams or turning out to be a mere formality after trying this method for a period. The failure of these organizations lies in the fact that they haven’t clearly recognized the essential differences between ordinary groups and teams. Teams, as special groups, are essentially different from groups in terms of the consciousness of actively building and maintaining team cohesiveness.There have been abundant literatures on team building of organizations, whereas most of them aim at more specialized higher-level departments and only a few of them explore team building of first-class township and party organizations and building of team cohesiveness, which are not so operable and well-directed. Starting from the point that cohesiveness building is team construction, this paper summarizes the literatures on team cohesiveness, finding out the structure of team cohesiveness and influencing factors. Then, based on the structure of team cohesiveness, the author examines the status quo and existing problems of XX Town’s party and government organizations by hierarchical analysis and case analysis, so as to seek the factors affecting the cohesiveness of XX Town party and government organizations. Finally, focusing on the factors impacting cohesiveness, this paper puts forward proposals for building cohesiveness.
