With the deepening of reform and opening up and the establishment and development ofsocialist market economy, our civil society begins to liberate in the end of the20thcentury.The civil society starts to wake up gradually which is caused by the demand of economicdevelopment and the transform of governmental function. Acting as one of the civil society’scarriers, non-governmental organization develops rapidly. And it has produced more and moreimportant functions in the field of economy, politics, culture, society and the international.These functions mainly include remedying market failure, offering social service andpromoting social innovation, intensifying the concept of public welfare.However, non-governmental organization has not exerted its functions completely, whichis due to the restriction of background, institutional environment, value proposition and so on.As a result, it can’t meet people’s demand increasingly.This paper regards the double management system as a point cut so as to analyze itsbackground and to comprehend its design logic. On the base of summarizing some problemsproduced by the double management system, analyzing its reasons briefly, and the preparingthe management system of three countries, England, Germany and Singapore, this paper hasreceived the experience about how to facilitate the development of our non-governmentalorganization: owning perfect legal system; appropriate entry institution; effective supervisingmethod.According to the existing problems of the double management system, this paper putsforwards some suggestions to optimize the current situation: abolishing competitive principles;bringing in evaluation system and setting up specialized supervising mechanism, etc. All in all,non-governmental organization will obtain more and more opportunities and will make morecontributions to our society through optimizing the double management system.
