The Detailed Issues Of Public Service Supply By Chinese Government

Since the reforming and opening up policy taken in China, we have achievedremarkable achievements in economy and improved the comprehensive nationalstrength continuously. However, in the field of public service, our government stillhas many deficiencies because we are in a transition period. In1998, the CentralCommittee of the Chinese Communist Party put forward explicitly the request of thetransformation to the government’s public service function, and Wen Jiabao pointedout formally that we should start to build a service-oriented government in hisgovernment work report in2005. Since then, it has become an urgent need to enhancethe ability of public service of our government. To research the detailed issues inpublic service supply by our government, we should start from some aspects includingthe oriented function of government, the executor’s attitude, the managementprocesses and the supply content, in order to attain the detailed supply of publicservice by our government and improve the ability of public service by government ina comprehensive way. Currently, the detailed issue of public service has already beenstressed by some local government, which have taken a series of practices andobtained certain good results. But some reasons like the unscientific organizationdesign, the lower level of the overall quality of administrative staff, the defectivedecision mechanism of public service supply and obsolete government managementmethod leaded to the serious imprecise phenomenon in public service supply by ourgovernment. In overseas, some developed country like the US, Britain and Japan havemade the reform in public service field comparatively early, and have accumulatedsome experience, which have great inspired meaning to our country. Based on thecurrent imprecise problem in public service supply by our government and takenreference to the successful experience in foreign county, we should take followingsteps to enhance the development of the detailed public service supply: firstly, weshould cultivate an idea of detailed public service supply in government; secondly, weshould perfect the organization design in our government; thirdly, we should improvethe decision mechanism of public service supply in the basis of citizen’s demand;fourthly, we should put forward the reconstruction of management process of publicservice supply in our government.
