With the continuous development of tax administration reform, management of technology and modernization process of primary tax accelerated, tax work is facing new situation and new tasks, which put a higher demand for quality, ability of primary tax cadres. Therefore,to strengthen education and training is an important way to create professional, high-quality tax contingent of cadres. And how to use the new philosophy of education and training methods to promote primary tax cadres training towards the scientific and meticulous, has become the top priority in civil servants training of the tax department. To achieve this goal, we should base on the related theories training of the staff and take the training work as the core of taxation and team building. Put all of our heart in creating a high-quality, professional team of primary tax cadres. But to civil servants training of primary tax departments, there are still some problems which affect the relevance and practicality of civil servants training of the tax department deeply. In this thesis, literature analysis, survey research, comparative analysis and other research methods are used. By researching theories of training and training systems to summary and analysis the advanced experience of foreign civil servants training of the tax department.Then take Chengdu tax system for example, describe the problem of current civil servants training of the tax department and analyze the reasons for these problems.At last, state some suggestions and ideas for way of strengthen and improve.1. the structure and the main content of this thesisThe first section of this thesis is the introduction, which first analyzes the background and significance of the topics, point out the background of the times and the importance and necessity of civil servants training of the tax department; followed by is an overview of the status quo of domestic and international civil servants training of the tax department and development trends, ideas and methods of research of this subject.The second section of this thesis is about theory of training.First are some words of concept, role and principles of training and then defines the concept of civil servants、training for civil servants and civil servants training of the tax department and its characteristics and types are briefly introduced.The third section describes the advanced experience of foreign civil servants training of the tax department, Singapore, Korea and France are selected as examples to analysise, training needs, training of project identification, training implementation, training evaluation, training mechanisms a number of specific practices and other aspects of the analysis of the pros and cons, and pointed out its meaning in training on the Tax reference.The fourth section of this thesis is the analysis of the Tax System Training Status in Chengdu. After introduced Chengdu tax system training institutions, training methods, training content and the results achieved, then focus on analysing the problems in the training and the reasons for these problems, the main points are understanding of the training is not in place, training mechanisms are inadequate, the training effect is not obvious, weak teachers resource.The fifth section of this thesis is to improve and strengthen some of the measures proposed for the problems in the national tax systems training in Chengdu, such as updating the training concept, improving the training mechanism, perfecting training effectiveness evaluation system, creating high-quality training teachers.2. the main points of viewFirst, in order to meet the actual needs of the socio-economic development and tax work to strengthen civil servants training of the primary tax department is necessary.Second, strengthen civil servants training of the tax department to improve the comprehensive quality of primary national tax contingent of cadres and push forward the construction of learning the tax authorities are of great significance.Third, update the training concept, improve the training mechanism, improve training effectiveness evaluation system, to create high-quality training of teachers is an important measure to improve the relevance and practicality of Civil servants training of the tax department.
