Enhancing The Law-based Administration Ability Of Primary Civil Servants Strategies

Our country is in the transition development period under the new normal.Ruling the country by law in all aspects and legal government construction put forward with newly higher demands for improving law-based administration ability of civil servants.Primary civil servants are terminal and performers of administrative organizations and administrative power.The law-based administration level depends on their law-based administration ability.However the total level of civil servant's law-based administration ability is still lower in our country and it restricts the process of ruling the country by law and legal country construction.Under this background,carrying out the research about improving law-based administration ability for primary civil servants and providing relevant advice has significant meaning for enhancing the law-based administration ability of civil servants.This paper knows the law-based administration current situations of civil servants,analyzes specific reasons and provides relevant advice through using field investigation method and on the basement of referring domestic and abroad relevant documents with research results.Firstly,this paper introduces research underground,meaning,intention,contents methods and technological route.It explains the writing purpose of this paper.Secondly,it provides directional guidance for carrying out investigation with survey through forming theoretical basement and literature review of this paper by teasing precious research results with relevant theory simply.Thirdly,it chooses C District of Yi Bin City to research civil servants law-based administration circumstance and know the current situation with problems of civil servant's law-based administration ability in C District.Fourthly,it analyzes the factors which has influence on improving civil servants law-based administration ability in C District according to mastered investigation situation.It found generality reasons of legislation with lagged system construction and individuality reasons about concepts with shortage of practice ability.Fifthly,it provides advice from the aspects of improving the practice ability with policy of law-based administration,strengthening the awareness about law-based administration,completing systems with measures,sounding supervision mechanism,optimizing legal environment and others according to exited problems.It does some exploring research to improve primary civil servant's law-based administration ability in our country.
