How to help college students get out of the plight of the employment will be longand hard his task of Government and society. Currently, is at a period of social transformation in our country, preciselydefine the role of Government in the employment of college graduates, straightening out therelationship between the Government and the market, is necessary. Under the newcircumstances, Governments at all levels should be fully aware of their important role in theemployment of graduates, accelerate the construction of service-type Government,vigorously improve the job market, and continuously enhance macro-economic control andeffective oversight of employment and improve services and guidance to college graduates ’employment capacity. In the era of planned economy, government functions to "plan" markassigned jobs by the Government, national development and Reform Commission to collect,organize, plan, officers of the education sector in accordance with the schedule.In the era ofplanned economy, plan as being an important feature. Government is in charge ofdistribution of the work, and National Development and Reform Commission （NDRC）collects and sorts the plan. Education Department manages the arrangement according toplan. Under the condition of socialist market economy, college students hunting for jobsrely on the free market regulation, directly facing the market, but college students’employment is a multifaceted and complicated systematic project. Underdeveloped marketeconomy and its hysteretic adjustment make the graduates cannot be fully used andreasonably configured, thus a phenomenon appeares that on the one hand with the severeemployment situation, although some college students’ employment standards have beenfalling, they still cannot find jobs. On the other hand, some units cannot enroll the righttalents even with high salaries. So how to transfer the needed information of the communityto graduate effectively? There must be a power to integrate all kinds of social resources tosolve these problems, thus the functions of the government play a very important role in solving the university employment problem. So the study of how to play the leading role ofour government and set up an effective mechanism to deal with college students’employment problem has the important practical significance. According to the situationthat our government can’t neither “package” nor “abandon” when facing with theemployment problem, this article makes suggestions about how to build a service-orientedgovernment, the transformation of government functions, strengthen macro-control, perfectsecurity support, reinforce planning guidance and provide qualitative services which canpromote the optimal allocation of college graduates and overthrow the biggest limit to solvethe employment problem. This article is divided into three parts. In the first part, this paperdiscusses the necessity of government promoting college students’ employment under thebackground of construction of a service-oriented government. The second part, combiningthe current situation of university students’ employment, with the help of the questionnairesof the four universities in the city and the problems of the absence of the government in theprocess of college students employment, we analyze the deeper reasons and find solutionsprovided by the help of the provincial advanced experience. In the last part, we providesuggestions for the optimization of the functions of the government. As the governmentshould have the guidance function to promote the policy of college students’ employment.Apply more active employment policy and keep eye to the implementation. Promote collegestudents’ employment service function. Establish the employment service system andimprove the quality of the employment. Promote college students’ employment securityfunctions. Improve the employment system and perfect social insurance. Promote collegestudents’ employment plan adjustment functions. Take administrative means of interventionand improve the development of higher education, promote college students’ employmentpost development functions: to speed up the economic structure adjustment and increasejobs.
