Since the20th century, the federal government opened up a new affordable housing for low-income people. The federal government effectively alleviate the housing difficulties for low-income people although public housing project itself is a very controversial topic. Because of its long implementation cycles, relatively large-scale and sustained influence, Gautreaux project is widely concern by scholars. In this paper, a historical perspective will be used to look at this project, aimed to draw more detailed conclusions through a step-by-step analysis. The first part of the article is to clarify the historical background of the public housing development, through a review of the public housing development that gives rise to the practice of Chicago for the U.S. public housing policy. Then a brief introduction of Chicago public housing development, extend out the origin of Gautreaux project development as well as its basic information. The second part is mainly about specific issues, as a clue to focus on the relevant cases. After that, we are able to sort out the process of the case and the implementation of the case. The third part of its core content is to describe the specific impact after the implementation of the judgment. We could make a comparison about the residents living condition, education and community conditions in order to draw a logical conclusion. Then it is a in-depth theoretical level, which analysis this representative case. As a representative project in American Public housing fields, the Gautreaux project change the direction of American public housing policy. According to this project,we could know more about American housing policy and law, which more or less get a deep view about American society.
