Research On Inter-agency Government Information Sharing Mechanism Under E-government Environment

Sharing of government information resources is an important content of the construction of e-government. At present, the construction of e-government and information resources has become a national network to seize the resource sharing, integration of information resources, to promote the construction of electronic government, the government information resources sharing. After decades of development, the construction of e-government countries has achieved some progress. Sharing of government information resources across departments is one of the important research field of the theory, but the research on this aspect is less, some cross department information system formed in the model is also a lack of common sense, it is difficult to promote, and lack of sustainability. So the study of inter departmental sharing of government information resources, provide a general framework and theoretical guidance for the departments of information resources sharing, has the important theory significance and the practical significance. To promote the sharing of implementation is of extraordinary significance.This paper is based on the achievements of China’s e-government has been achieved for cross departments of the government, all kinds of information resource management, cross departmental boast organizational business collaboration, "with an integrating approach" to carry out the information resources construction, management and application integration framework of service ideas, and to carry out the overall construction thought the inter departmental sharing of government information resources guarantee system construction work; the purpose is to solve between departments of government information resources to maximize revenue did not flow phenomenon. In this paper, the domestic and foreign about the government information resources sharing of the related literature is reviewed, based on summarizing the achievement and the application research on the present situation, elaborated the inter department al information sharing needs analysis and the present situation of e-government environment, explore the existing obstacles in the process of sharing, and in-depth analysis of inter agency information sharing gresources sharing, and puts forward a set of security mechanism, and finally combined with the case of government information sharing in China to carry on the practice analysis.
