Inter-departmental Government Information Resources Sharing Mechanism

With the rapid development of the Information Technology and Internet,e-government has been developed from all over the world, and some of countries have made great progress in this area.The practice shows that inter-agency information sharing is an important part of e-government,which has the potential to help government agencies to increase productivity and performance,improve policy-making and provide better services to the citizens.Therefore,inter-agency information sharing is one of the most important research areas.However,the research results about the mechanism of inter-agency information sharing are less,and the theoretical framework is loss.In practice,some of the construction projects of inter-agency information sharing systems are still in the exploratory stage,and it is difficult to expand and is unsustainable.Therefore it has very important theoretical and very urgent practical significance to make research on the government information resources sharing, explore the general pattern of inter-agency information sharing, and provide a general framework of the implementation and theoretical guidance for practice.In this paper, the author made a detailed analysis and summary of the research results and application status of government information resource sharing. Basing on the summary and analysis of existing inter-agency information sharing difficulties, the author analyzed the process of the dicision-making about inter-agency information sharing from the perspective of behavior theory, made an analysis of the motives and the obstacles,and brought forward a inter-agency information sharing machanism. The paper drew the public administration theory,proved that the government interests was the inner motivation to inter-agency information sharing,and proved that the structural contradictions between the department's own set of interests and public interest were the main obstacles to inter-agency information sharing. Basing on the structure of government interests,the paper build a mechanisim to solve the problems to improve inter-agency information sharing.On this basis, the author explored a specific method to make inter-agency information sharing into reality. Finally, the author used some relevant cases as explanatory research.
