Following the current trend of introducing psychology theories into the study of human resources (HR) management, the author adopts several main schools of traits theory of personality (TTP) and the latest results of the application of these theories in management practices. Through the systematic ponder of the public sector HR management based on TTP, the author presents several proposals for the construction of the HR management model.The following conclusions are drawn:1. TTP presents great theoretical and practical significance to personality description and behavior prediction. It is an inevitable trend to introduce TTP into the theoretical and practical study of HR management. The majority of current studies are the empirical studies on personality traits and the relationship between personality traits and performance or competency model. A comprehensive study applying kinds of personality traits theories and discussed in terms of both management philosophies and methods is a vacancy.2. Through the analyses of personalities, supervisors could understand the individual differences and adopt a differential HR management strategy over individuals. In this way human resources could be fully developed. The construction of the HR management model based on TTP is the fulfillment of the management philosophy of putting people first and can effectively improve the HR management level.3. The correlation study on the performance and the personality traits of civil servants shows a significant correlation between the two above-mentioned indicators. According to the regression model, the author finds out which kind of personality has the most significant correlation with the performance. On the basis of these analyses, the author constructs a competence-personality model and conducts both the reliability analysis and validity analysis. Finally, a personnel selection decision making model based on TTP is achieved.4. In the process of management communication, personality factor is the essential factor that influences the concentration of both sides and the way of communication. With the help of Enneagram, the Myers-Briggs Type Indicator (MBTI) and the subjective judgment, the supervisor can conduct a preliminary diagnosis on the personality of the subordinate, and accordingly adopts different ways of communication. The differential ways of communication and management can improve the communication effectiveness.5. To encourage individuals according to their specific personalities will motivate the employees to the maximum extent. The organization culture has a potential influence on achieving the organization’s targets. The organization culture and the personalities of the team members are interactional. Through the construction of organization culture, the personalities of its members can be shaped. Likewise, the transformation of organization culture can be achieved through adopting the personality theories, and finally realizing the objectives of the organization.
