With its advantages of being open, prompt, interactive and private, internet technology has become more than a reform or revolution technological-wise. Online public space, based on internet technology, has come to be a significant public field where information can be exchanged; citizens can supervise and actively participate in politics. It offered the online public opinion a firm foundation through which its communication in terms of ways, effectiveness and extent has profoundly altered, further more affecting its value system, the structure of power and of course, its political ecology. In other word, since online public opinion boarded the vessel of internet, what is being changed is not merely its effectiveness, also its direction.The challenges that online public opinion brought about is pushing our government to either consciously or subconsciously transform. And being bestowed the authority by our people to plan, organize, lead and coordinate, the leading cadres of our country are responsible for abiding strictly by the mainstream, promoting the efficiency of our government. In terms of how to face with the challenges and build an ever more positive image, not only can it affect the individual development of our governmental personnel, it also can have an impact on the image building and working progress of our government.This dissertation focuses on how the image building of our leading cadres can be conducted under the online public opinion. It tries to elaborate why online public opinion can affect our image building and in what way can online public opinion affect our image building. It also tries to reach a conclusion on what types of leading cadres ought to be elected under the online public opinion. In the mean time, it should point out the challenges of our government’s image building through careful and exhaustive analysis on the negative image that our government has had perceived under the online public opinion. And in the end, it tries to discuss on how our government as a whole, as well as every member of our leading cadres should strengthen their images, and finally come up with a preferential path for them to better their images.
