Government performance appraisal is an indispensable important system and effective method in government management.Through performance appraisal,the government can regulate government behavior,improve work efficiency and enhance administrative efficiency.The performance appraisal of cadres is an important part of the government performance appraisal.The effective performance appraisal measures of cadres can maximize the incentive role of cadres,promote cadres to play a better role in subjective initiative and leadership,and thus promote the development of the whole unit or local.County is the "last kilometer" of policy implementation and the "nerve endings" of serving the masses.In recent years,the county and district governments in China pay more and more attention to the performance appraisal of section level cadres.Through a series of effective measures such as changing methods,standardizing procedures,highlighting democracy and fully encouraging,the performance appraisal of section level cadres has gradually matured.However,at present,there are still many problems that can not be ignored in the performance appraisal of section level cadres in each county and district of our country.The imperfect performance appraisal system of cadres does not play its due role of supervision and encouragement,which leads to some cadres' problems such as lack of enthusiasm,lack of initiative and insufficient responsibility.In view of the standardization,scientificity and effectiveness of cadre performance appraisal,this paper uses literature,investigation and comparative analysis to select a representative County in Binzhou City as the research object,summarizes the performance appraisal work status of a county's section level cadres through the investigation and analysis system,finds and reveals the problems and problems in the performance appraisal work of a county's section level cadres On the basis of absorbing the innovative experience of performance appraisal of section level cadres in other regions of China,this paper puts forward some concrete suggestions for further optimizing the performance appraisal of section level cadres in a county of Binzhou City.The research of this paper not only focuses on the improvement of the performance appraisal of section level cadres in a county of Binzhou City,but also can guide theperformance appraisal of section level cadres in other counties of Binzhou City,and even can provide some reference materials for the performance appraisal of section level cadres at the county level in China.Through in-depth study on the performance appraisal of section level cadres in a county of Binzhou City,it is found that there are some outstanding problems in the performance appraisal of section level cadres in a county of Binzhou City,including the imperfection of the appraisal mechanism and the weakness of the appraisal technical means,due to the lack of innovative ideas and attention,the lack of scientific theoretical guidance,the inadequacy of the construction of the appraisal team and the restriction of the grass-roots conditions,the daily assessment effect is not strong,the assessment and evaluation personnel are single,the assessment process is lack of supervision,and the assessment results are not fully used.These problems lead to the failure of a county in Binzhou City to form a standardized and effective section level cadre performance assessment system,and the "baton","wind vane" and incentive functions of assessment are not fully played.On the basis of reference to the innovation experience and in-depth analysis of other regions in China,this paper puts forward six countermeasures and suggestions to emancipate the mind and get the support of higher authorities,improve and optimize the performance appraisal system of section level cadres,effectively expand social participation,strengthen the supervision of the appraisal process,introduce and use information technology,and strengthen the application of the appraisal results,so as to improve the performance appraisal of section level cadres in County a Nuclear work,and to Binzhou county level cadre performance appraisal work plays a guiding role,at the same time for our county level cadre performance appraisal practice reference.
