The sixteenth CPC National Congress has put forward the significant task of building learning society, which has put the study of the whole party as a more prominent position. Now we are in a period of social transition of building a well-off society in an all-round way. As both opportunities and challenges exist, new problems of social management have appeared frequently. Under this background, civil servants, as the main part of governing, should update overviews and knowledge timely, which has been the only road to enhance the administrative effectiveness. The problem of civil servants’training has achieved widely attention, therefore. Compare with the domestic development area, the accomplishments of civil servants’training in Zhuanghe Municipality are not remarkable, and one of the most important reasons is that the civil servants are lack of motivation in the training.Nowadays, the environment and mode of civil servants’training have been the wildly concerned by scholars, and rarely scholars paid attention to the motivation of civil servants’ learning. Meanwhile, empirical analysis county-level civil servants training motivation is also rarely mentioned. Therefore, this paper aims to take the civil servants of Zhuanghe Municipality as the research object, set up civil servants’ training frame, and design questionnaire to support the research from the four anticipation departments of training and analyze data by using SPSS software in order to show the positive correlation relationship between training motivation and the emphasis, assessing process, application of results and training content; and further put forward four effective factors, which are:the training assessment results come apart from use, the training organizational departments and the civil servants’units pay not enough importance, the training institution is too single, the training capacity of training institutions is difficult to meet the demands, and etc..Existing in the civil servants’training motivation by unstructured interviews. Due to these factors this paper puts forward countermeasures of civil servants’training, which are:to establish and perfect the relevant multiple system of civil servants’training and improve the training capacity of training institutions and etc. in order to constructive advice of civil servants’training of Zhuanghe Municipality. This paper aims to use the methods mentioned above to change the training status of civil servants’ training of Zhuanghe Municipality.
