Both China and Japan are major countries of great political and economicinfluence in the world. As a result, party-to-party relations and diplomacy of politicalparty constitute an important part of enhancing Sino-Japan relations. CommunistParty of China has always placed great value to its exchange with all political partiesof Japan, of which, Komei Party, a force to be reckoned with in Japanese politics, hasalways been an important target of diplomacy of political party of Communist Partyof China to Japan. it is of great significance for the sound development of Sino-Japanrelations to analysis the relations between Komei Party and the Communist Party ofChina, and to summarize the history and contents of the exchanges between the twoparties.The thesis divides the history of the relations between Partai Komei and theCommunist Party of China into three parts. Frist, the period in which the two partiesmake positive joint efforts to promote normalization of China-Japan diplomaticrelations before the establishment of diplomatic ties between the two countries.Second, comprehensive development period of the relationship between the twoparties in which the two parties work together to conclude the China-Japan Peace andFriendship Treaty. Third, the new era of the relationship between the two parties inwhich Komei Party frequently visited China, positively participated in the ExchangeMechanism between Sino-Japan Ruling Paties, and aggressively enchance the friendlyexchanges and corporation between China and Japan.The development of relations between Partai Komei and the Communist Partyof China in the past five decades has witnessed rich communication content whichinclude the following: first, exchanges on the ideology and values; second, positivepromotion of friendly political relations between China and Japan; third, jointcommitment to safeguard world peace and realize common prosperity anddevelopment.Several conclusions concerning exchanges between the two parties can be reached from the summary of the analysis of communication content. Firstly,binding agreement is difficult to be reached due to the asymmetric and unequal role ofKomei Party and Communist Party of China. Second, throughout the history ofexchanges between the two parties, one-way communication can be summarized dueto the fact that Komei Party frequently visited China in the form of delegation whileCommunist Party of China seldom visited Japan. Thirdly, accustomed to the politicalclimate between China and Japan, the exchanges between the two parties has playedan important role in a subtle way.The friendly relationship between Komei Party and the Communist Party ofChina has been kept for several decades for several reasons. First, despite of thecompetition Relationship, the mild midway policy pursued by Komei Party has earnedtrust from Partai Liberal Democrat Japan, creating the room for corporation betweenthe two parties as well as empowering Komei Party to play an important role inpromoting Sino-Japan relations. Second, the friendly foreign policy towards Chinaupheld by Komei Party reflects the will of some Japanese. Third, the similaritiesbetween the idea of Komei Party and the thought of peaceful co-existence ofCommunist Party of China has made the peaceful co-existence between the twoparties more easier. Fourth, Ikeda DaZuo’s personal influence. Ikeda DaZuo’slong-term work on improving Sino-Japanese friendship has far-reached influence onKomei Party’s policy toward China.Compared with other political parties of Japan, exsisting problems andshortcomings in the exchanges between Komei Party and Communist Party of Chinacan be found, for instance, the exchanges are not insightful enough, exchangemechanism has not been formed ect. In view of the fact that Komei Party is the keyminority with long-term stability, the Communist Party of China should attach greatimportance to it, further consolid connections between the two parties. With the aimto enchance Sino-Japan relations, it is also necessary to make more efforts to promotthe exchange on ideology and values and the formation of a regular exchangemechanism.
