With the development of market economy in our country, public institutions ofthe old management system and mechanisms have been unable to meet therequirements of the times. Public institution system reform be imperative. Salarysystem as the public institution the core content of human resource management, isdirectly related to the public institutions of staff’s working enthusiasm and creativity,to establish a reasonable and efficient compensation system, contribute to thedevelopment of the public institution.At present, the public institution salary system of Tianjin municipal quality andtechnical supervision system and most public institutions, over the years are based onadministrative mode of operation. The staff do not rise to effective incentive effects.It is not conducive to the long-term development of career of quality supervision.This paper takes a basic level bureau of quality supervision public institutionpersonnel and the existing salary system structure as an example. After a carefulanalysis, in the public institution salary system of Tianjin municipal quality andtechnical supervision system present situation and the existing problems to makethorough and careful research, and make discuss of foreign public sector andenterprises at home and abroad the current salary system practice to find the place thatcan draw lessons from; based on the actual, to pay incentive theory as the foundation,the public institution salary system of Tianjin municipal quality and technicalsupervision system innovation reform put forward the principles and ideas on thereform of salary system reform, recommendations should be based on post setting.Further improve the post salary system; gradually establish a sound and scientificperformance appraisal mechanism; the quantitative performance appraisal system;straighten ceaselessly compensation system, to establish reasonable salary systemstructure diversification. Fair and reasonable, open and transparent, and deepening thesystem reform to adapt, correct processing good stability, the relation of reform anddevelopment; working on a consistent public institution of municipal quality andtechnical supervision system of salary system reform.
