Beijing Urban And Rural Workers Re-employment Training Policy Research

Promote employment and reemployment work has become the overall strategy ofnational economic development. Re-employment training, as an effective means tosolve the problem of reemployment, has attracted the attention of the government atall levels. Beijing has clearly stated that the employment and unemployment ofBeijing will achieve urban-rural integration management during this period in ‘TheTwelfth Five-Year Plan’of Beijing.In this thesis, I choosed Beijing urban and rural unemployed persons as researchobjects, combed Beijing urban and rural unemployed persons reemployment trainingpolicy systematically and did relevant comparison, used the method of literatureanalysis and comparative study. Results show that reemployment training policy ofthe Beijing urban and rural unemployed persons has been fundamental unity inregulations, the difference is mainly manifested in the government responsibility andpolicy implementation. On this basis, I summarized the achievements and the pro-blems of the Beijing re-employment training policy. The Achievements show that thepolicy has been adapted to the level of socio-economic development and promote there-employment of unemployed persons effectively. The existing problems mainlyincludes the following aspects：The pattern and the content of training was not suitedwith the needs of Labor market and the diversification of unemployed people. Theeffectiveness of the policy was reduced by imperfect legal system, imperfect policypropaganda, unreasonable management system, incomplete information system andunreasonable policy itself. Facing the challenge from the new unemployed personsand the administration measures of employment and unemployment. In order to solvethe existing problems, I proposed corresponding recommendations, combining thedomestic and international experience: realize urban-rural integration and classifiedtraining, simplify the policy operational processes, encourage multiparty participa-tion in the re-employment training, accomplish Policy advocacy work，achieve theintegration of employment services, improve the capacity of training organization,establish comprehensive monitoring system, coordinate relevant departments to dothe re-employment training, comp-lete the building of the re-employment traininginformation system.
