Security Cooperation Between China And The Mekong Region Countries

As the end of the Cold War and the deepening of the globalization, the security cooperation between countries, being an effective way to safeguard national security and to seek security interests, received widespread attention. Since the1990s, the security theory represented by common security, cooperative security and comprehensive security had an important impact on national security strategy. It promoted the birth of security cooperation mechanism between countries and regions. After the1990s, the Chinese Government also put forward a new security concept theory that had the core idea of "mutual trust, mutual benefit, equality and cooperation".From the point of the geopolitical security strategy of China, the Mekong region is seen as a special and important position among China’s neighboring countries. Countries in the Mekong region is faced with many non-traditional security problems such as drug abuse, transnational crime, public health and environment problems at present stage. This not only affects the local development, but also causes damage to China’s national security interests.Promoting intraregional security cooperation between countries and joining forces to fight against the non-traditional security problems, is an effective way to create a good regional security environment.Since December2011, as a result of "10·5Mekong tragedy", China, Laos, Myanmar and Thailand had carried out joint law enforcement in Mekong channel. It provided beneficial experience to the further development of regional security cooperation, and it also laid a foundation for the establishment of the regional security cooperation mechanism. At present stage, the security cooperation between China and the Mekong region countries, which is multiple-layered, is mainly concentrating on non-traditional security problems. It has many features such as diversity of main body participating, diversity and expansion of cooperation, etc. In the process of participation in regional security cooperation, China should insist on the new security concept as a guide, aim at regional common security, dare to action, set a responsible great power image, carefully analyze and treat the outside-region power’s participation in regional affairs, actively take effective policies timely to guarantee national security interests.
