County Level Leading Cadres Open Selection System Was Further Improved Exploration

Our country has been to a new era of the reform opening up andSocialism construct since the Third plenary session of the eleventhcentral Committee of the Communist party of China. To adapt that,the cadres' management system reform began a new researching, andit is the important reform of cadre system that our Party select cadreby Open selection. The Open selection means facing to the societyto select cadres by test and check on basis of the principle thatpublic, fair, competition and select better under the controllingof our Party. After that, the candidates was appointed by theCommittee of our party .To meet the demand of economic progress,PanJin city has selected some cadres of county level on the basisof using the experience LiaoNing province for reference in 1998In this thesis, I introduce the Open selection preliminary andanalyze the Open selection work of PanJin in 1999 by the discussingof the structure, public degree, test paper, check and program. Afterthe discussing, I put forward some suggestions on the rules andregulation, personnel development, scientific and systematic Openselection.
