Through the ages, selecting sages is always the foundation in governing a country and the guarantee which a country or a nation relies for thriving prosperity. The most important thing in statecraft is selecting people. Selecting which kind of cadre has always been a policy guide, also bears on the normal operation of state machinery and the success of failure and destiny of the business, as a result, how to select leading cadres is absolutely critical. Throughout history, no matter in revolutionary period or construction period, the planned period or market period, cadre troupe construction has always been one of the most-watched problems. Middle-level officials, as our country administrative level cadres in leadership positions in the most basic, always adhere to the service for the people, to the people development. At the same time to continue to promote the development of Party Construction in our country served as the important leadership and decision-making roles. In recent years, in order to standardize the work of cadre selection, relevant departments of our country increased of cadres selection and cognitive work of management and supervision, and on this basis, formulated in accordance with the law and improve the corresponding regulatory system and legal system, which for the work of our country cadre selection is a great progress, in the specific implementation process also gain better results. However, further analysis found that the selection of work there are still some loopholes. Therefore, the author is in the background, to our country present cadre selection and appointment of the comprehensive analysis, active in practice better explore a suitable for the national conditions of our country, appropriate to the current social development in our country of, and constantly promote the cadre selection as to scientific and standardized the development of roads.In this paper, on the basis of the above, mainly with the county in Hunan province to carry out the relevant cadre selection work of the implementation of the multi angle, deep investigation and research, according to the survey data and conclusion, in the implementation of China's grassroots cadre selection work and carry out some problems exist in the process, for example the standard code of cadres selection is difficult to quantify, cadre assessment mechanism has some loophole, with the lack of effective supervision mechanism, selection and appointment of cadres of democracy, openness is not high enough, there are unwholesome tendencies, this a series of problems, the impact of the government work smoothly, restricts the national comprehensive well-off society and building a socialist harmonious society we must pay more attention to. This paper from the perfect cadre selection and appointment mechanism of angle of, in view of the problems found, and the problem: ideas bias existing; lack of modern human resources concepts and methods; selection and service efforts to the construction of the legal system are relatively weak. These solutions will be crucial to solve problems in the election and appointment system and prevent and contain the unhealthy tendency in it. At the meantime, they can also help to advance the middle-level officials election and appointment system in our country of county region in the direction of professionalism, high efficiency and completeness, which will be a valuable reference for future elections of officials in county region.
