Public Service Of Urban Communities In China

Community is a social entity, for people to participate in social life. With the rapid development of urban construction, community building has been gradually carried out in various cities of the country, without a doubt, the urban community public service is not only related to the improved quality of life of each resident and the perfected of national policy tendency, is an important manifestation of the optimization configuration of a city’s resources and the equalization of basic public services of a country. China’s urban communities experienced less than three years of exploration and development, some developed cities has made considerable achievements, and summed up a lot of successful experience, but compared to mature urban community public services of the Western developed countries, there is room for improvement. With the advancement of urban construction and management, there is an urgent need to establish a sound management methods of urban communities public service and improve the community public service system, which will be conducive to improving urban construction, expanding grassroots democracy, strengthen community functions, promote community coordination and sustainable development comprehensively.This article start with content and history of our urban communities public service, the first, a general theoretical analysis of our urban community public service, and then adopt that elaborate of the current situation-problems and cause analysis-to propose a solution for the main line, select J community of Dali, Yunnan for the case studies, extract valid data object, to general analyze with dissecting sparrows form and to combine the internal and external environment and the existing institutional factors, to summarizes the problem of the J community public service, and to conduct a comprehensive analysis on the causes, trying to rise from the individual to the general, summed up the two major difficulties of our urban community public service faced:the plight of the institutional predicament and operational mechanism.After exploring Dali City J community public service constraints, by drawing on the mature Western Community experience in public service and comparing and analysing our part of the excellent model sample of urban community public service, To summarize the experience of enlightenment, rose from case to a general theory, put forward countermeasures and suggestions of the development road suitable for China’s urban community public service, to provide permission operational advice and suggestions on improvement of our urban community management, community building, public service and to do something for community building of China’s western city.
