Study On The Path Choice Of Equalization Of Basic Public Services In China’s Urban And Rural Areas

Since Chinese reform and opening up, China’s economy grow quickly, rapid economic development significantly improved the living level of residents, but it produce a lot of social problems. In our country, the low social status of peasant class make them can not fully enjoy the fruits of social development, and one-sided pursuit of economic development, neglecting the social fairness, caring about the efficiency, neglecting the livelihood of the people, which increases the gap of basic public service between urban and rural.This is not only reflected in the gap of income and the level of economic development between urban and rural people, but also in the urban and rural basic education, social security and public health. Investigation on the social reflected a series of problems, such as the quality of life of the Chinese countryside is generally lower than the level of city life, no guarantee of rural health, low education level, low cultural skill, monotonous entertainment. This gap of basic public service caused many social contradictions and problems, seriously hindered the economic development of urban and rural areas and the integration process. Equalization of basic public services in China’s urban and rural areas is an important factor to balance the development of urban and rural and building a harmonious society. Therefore, improving people’s livelihood and narrowing the gap between the gap of urban and rural basic public service. In 2005, the sixteen session of the Fifth session of the sixteenth Central Committee of the CPC proposed a proposition of “equalization of public service”. In March 2006, the eleventh Five-year plan put forward a new proposition of "equalization of basic public service", defined the direction of basic public services. In this context, to promote the construction of a harmonious society and to co-ordinate urban and rural development, systematically research on the equalization of basic public services in China’s urban and rural areas has very important theoretical significance and practical value.In this paper, through the official statistical data, analysis of the literature and the actual investigation, to discuss the significance and connotation of the equalization of basic public services, to analyze the current situation and the reasons of China’s urban and rural basic public services,to analyze the existing problems of China’s urban and rural basic public services from four aspects :the basic education in urban and rural areas of our country, the non equalization of urban and rural infrastructure in our country, the non equalization of urban and rural social security, non equalization in urban and rural medical and health in China.We can see that China’s urban- rural dual economic structure, China’s current financial system is the causes of gap in China’s urban and rural basic public service level, to study foreign experience of the equalization of basic public services, combining with our country’s actual situation, proposed the path of equalization of basic public service in urban and rural areas: promoting reform, changing the two structure in urban and rural areas; deepening the reform of public finance system in our country; trying to establish a fair and reasonable urban and rural public service system.
