Study Responsible Government

Responsible government, one of the administration modes of contemporary government, is the target selection of the government reforms in all the countries in contemporary world. The constructions of a modern responsible government vary from nation to nation. The differences in country regime, historical and cultural background lead to the differences in its progress and measures in different countries. Despite the differences, however, they have reached consensus over the central traits of a responsible government.Since the reform and opening, China has attained much progress in the construction of a responsible government, but the problems and deficiencies cannot be denied. The problems have, in a sense, set back the process of political democratization in China, and the deficiencies have currently been the roots of many social conflicts. Therefore, the construction of a modern responsible Chinese government becomes an urgent and pressing task now and hereafter.This dissertation starts with relevant concepts such as responsibility, government, go vernment responsibility and responsible government, and proceeds with a theoretical anal ysis of the integrant parts and evaluation criteria of the responsible Chinese government.It introduces the traits and measures of responsible government systems in relation to a contrastive study of two most representative country regimes in the west:US and UK. It dissects the implementation, problems and causes of the construction of the responsible Chinese government. Thereupon, it reexamines the integrant parts of a responsible government, and in a creative manner, makes respective suggestions on the construction of a responsible government in contemporary China in five aspects:concept of responsibility, power structure, system arrangement, lawmaking and civil rights.
