Political Theory Farmer Participatory Democracy Under Study Participants

As a realized form of social democracy, political participation has already beenregarded as a leading engineer for promoting the political systems reform,and it hasalso been the foundation of political democratization. The participatory democracytightly holds a key point that as a true political design, it has to stand beside thepeople, and even the public affair′s policy must be directly and completely decidedby his whole citizens.Among all the processes,such as the draft for public affairs、theagenda settings、the priority-discussion of public issues and till to make the lastdecisions, are thoroughly worked out by the whole common people, which is, quitecoincidentally achieving the same effects as the Villagers′Self-governance Systemsin rural areas.Of the findings on peasants′political participation, there is a trendy that, sincethe1980s, the majority of peasants in rural areas has been considered as the mainsubject to analysis the problems of the peasant’s political participation in politicalfield of rural China. With the tide of rural reform promoting, the rural society and thepolitical environment have experienced great changes. The top leaders are focusingtheir eyesight on our China’s farmer problems day by day, and especially under theenforcement of the policy of the Villagers Self-governance Systems, we haveguaranteed the rights of farmers as the masters of their own affairs, developing orexactly accelerating too much experience just like the democratic deliberation of theWen Ling district in ZheJiang province and the eight-step work practice of MaLiutown in Kai county of ChongQing city. These original political achievements will leadus to march into a new stage where the Chinese farmer’s participation in politicalpractice has begun with a new concept that we should enlarge the participation andkeep it be ordered.Based on the national and international theory of democratic participation and tobegin with the problems of farmers′political participation, this paper aims to advocatedouble means of political penetrating in direct or indirect ways, which especially paysattention to the importance of cultivating the social psychology and the wanted qualification, and it considers that the true value to the theory of participation is thevalue of emphasizing the function of political participation and even highlighting thethoughts of political equal, from which it will bring an influence into our farmers′political practice in nowadays. In the first part of this paper, it stressed the necessityand special meaning of farmers′political participation, and then it will give anexample of Z village to support this idea, in which it will vividly discover thesignificant meanings of farmers′participation from a particular village according tothe theory of sociology and its study skills. In the third part this theme will furtheranalysis the political situations, features and vary factors of farmers′politicalparticipation in scientific way from the eyesight of democratic theory of politicalparticipation. At last, combining to the reality of our country’s political process andthe main problems, this paper will present some suggestions of how to realize thepolitical participation in recent rural areas in China. What is more, it also eager topush our social political construction going into a stable and fast-speed developmentway, encouraging our grass-root democratic establishment in rural China.Although the paper borrows the idea from the western famous theory of politicalparticipation to analyze our Chinese farmers′problems in political participation, it stillstands firmly at the context of the construction of socialist democracy with Chinesecharacter. Meanwhile, studying the case by field working and connecting the theory offarmers′s political participation as well as its real situation in political daily life, itwill try to explore a road to keep the farmers join into the political activity ordered,and from this sense it turns to be very powerful and persuasive to guide ourvillage-level political construction with its suggestions more valuable and practicablein future.Now our country is marching toward the progress of completing the building of amoderately prosperous society in all respects. It has a great significance to establishthe subjectivity for the farmers from those who are in village to the migrant workersin urban, leading them to a ordered way of political participation and bringing up theirpolitical identity, and all that could speed up our political democratic progress and perfect our social political civilization and so is the moderately prosperous society inall respects, too.
