Legitimacy Resources Of The Chinese Communist Party

The legitimacy is a basic problem in the theory of PoliticalScience.Every regime rulers want to consolidate its legitimacy throughthe political activities.The ruling party completes legalization processthrough the legitimacy resources,consolidating and improving the rulinglegitimacy in this process. At this new stage in the new century,CPC hasthe great historical mission,the legitimacy of governance is aprerequisite to complete the mission.Therefore,studying on the governinglegitimacy resources of CPC has an important theoretical significance anda practical significance.The legitimacy theory research has been formed two main paradigms:patternalism and empiricism.The thesis thinks that there is a historicallogic between development process of the both methods,which is thatpatternalism is applicable to the refomation stage of the regime periodand empiricism is applicable to the stability stage of the regimeperiod.The thesis will study the governing legitimacy resources of CPCin the historical logic. When studying the history of CPC the empiricismis main method and studying the real problem of CPC the patternalism ismain method.First of all, legitimacy resources are both of the core concept ofpolitical progress and of legitimacy theory,linking with the legalizationprocess.Legitimacy resources refer to those material strength and thesymbol of value which can provide evidences of the legitimacy of thepolitical system.The CPC’s governing legitimacy resources mainlyinclude the ideology resource, political system resource, ruleperformance resource and charisma resource.Secondly, the thesis will makea historical review about governance of CPC,concluding that legitimacyresources are a whole in which each resource is changing and interdependence and that the ruling party need to continue to improve,todevelop and even to rebuild theses resources.On this basis,the thesisdescribes the challenges which governance legitimacy resources of CPC arefacing from four levels and why the challenges can emerge.On the ideologylevel,the main challenge is that ethoses challenge the influence ofideology to the society;on the level of political system,the problem thatrestriction mechanism is imperfect challenges the authority of politicalsystem;on the level of the reign performance, that governance capabilityof CPC is insufficient has weaken reputation of the Party;on the levelof the charisma,that urgent reform chanllege the utility ofcharisma.Finally, according to the reasons of problems and the latesttheory of the Marx doctrine in China,the thesis offers some proposals,including that the ideology should be more inclusive and effective inexplaining the society problems, the Party should continue to expand therights in people’s democracy citizens’ participation in political affairsand should continue to expand the rights by respecting the principalposition of Party members in intra-Party democracy, guaranteeing theirdemocratic rights. The ruling idea which is putting people first and therule of law should be thoroughly apply. Reform-minded leaders shoule beelected leaders.
