National Conference on Aging Held in2012statistics suggest: By the end of2011,China’s elderly population aged60and above reached185million people, accounting for13.7%of the total population, China runs is an acceleration in the aging process."Seniors wave" triggered a pension, health care, social services and other aspects hugedemand, and because of the deepening of aging, one-child families become mainstream,regional staff turnover, and changes in modern lifestyles, the traditional family-centeredcare model has been unable to meet the immediate needs of the pension, endowmentbecome increasingly prominent social problems.Family pension power is limited, the families, communities and institutions togetherprovide a comprehensive service of social old-age pension services become immediatelyeffective way to solve the pension problem and future pension inevitable choice.Government as regulator of public resources and social services managers in social careservice system to act as an important role. But beyond the reality of an aging population,the development level of economic development, lack of experience in the constructionof social care services, resulting in the government in promoting social care serviceappears insufficient financial investment, lower levels of social care services, facilitiesplanning is not scientific, the relevant system is imperfect and supervision absence ofregulatory and other issues. In this paper, Wuhan research based on data from the Lawand Market Regulation macro perspective of government services in the social pensionsystem’s liability and responsibility for the content and conduct problems and sum upbehind the deficiencies in the system, then made the social old-age service system ofgovernment responsibility should legislate in advance, in accordance with themacro-control responsibilities, responsibilities of both market regulation, refine andimprove the planning, finance, monitoring, access and standardization requirements.
