China’s administrative accountability rise in2003, has traversed decade history. The administrative accountability embodied in the decades of the development process for the event, and the cycle of endless accountability system construction. Showing the characteristics of the practice of administrative accountability process and iconic event, it can be divided into three stages:initial stage, perfect and transition phases. Construction of administrative accountability system has experienced a scratch, a process of continuous improvement and expansion of exploration from the local level to the central level design.The development process of administrative accountability counterparts in the Government actively explore and seek good governance and good governance and administrative accountability and transformation of governance in our country there is a close contact. Examine administrative accountability of our governance restructuring the course of the practice of the accountability system based, as a certain measure of scale. Reference to the elements of governance and good governance, combined with the specific circumstances of the development of China’s administrative accountability, from the concept of responsibility, administration, and citizen participation and the Government’s response to administrative decentralization in the control mechanisms, administrative performance in these five areas to find the answer.
