Led by Chinese Communist Party, Chinese trade unions are the mass organization formed by the working classes of their own free will, which can be seen as the bridge and link between our party and workers. They are also important social support of state power and the representative of workers’ interests. Since they play the role in maintaining interests of the workers, it needs to give full play to their functional roles to safeguard workers’rights and interests in their life and production, so that steady employee forces can be built and harmonious society can be promoted. With the practice and advance of history, the Trade Union Law, issued in2001, defines the safeguarding rights and interests of employees ranking all the basic functions of the trade union. After that, trade unions take many measures to safeguard employees’rights and interests and have made certain progress. Nevertheless, compared with trade unions in western countries, our unions are started late with instability, they are still to be perfected eagerly. Therefore, we have to find out the reasons that cause the differences so as to put forward countermeasures to improve the ability of trade union in promoting economic development and social stability. This paper outlines how local trade unions maintain workers’rights and interests in china’s current stage, and this topic is discussed from three aspects based on this.Firstly, basic function of trade union and its important significance was expounded, which was the long-term theoretical exploration of trade unions’function and scientific summarization of practical experience. It reflected the essential attributes of trade unions and the theoretical basis to study the how trade union to safeguard employees’rights and interests. Then, on the basis of problems arising from the process of safeguarding rights and interests in some public institutions, public companies, and companies that could provide steady jobs in Chongqing Province, the incident problems coming out when trade unions maintain employees’ rights and interests were summarized and the reasons were also explored. On the one hand, planned economy made people work under certain thinking pattern that influenced our cognition on the trade unions’responsibilities. In this case, party and government administration always think little of that. On the other hand, some traditional systems and ideas made building of trade union could not adapt to the demands of the time. Thus, trade unions’working motivation, measures and methods were affected. What’s more, laws and institutions about the trade unions’ responsibilities were very weak, which influenced the authority of trade unions.Finally, some solutions and countermeasures are presented. On the one side, party and government administration should strengthen the support for trade unions, which is the core of promoting trade unions to maintain employees’ rights and interests. We should intensify leadership and support of trade union to create friendly environment for trade union to safeguard employees’ rights and interests. On the other side, building of laws and regulations as well as systems about safeguarding rights and interests by trade union should be reinforced to form a technical support for trade union. In addition, self-construction of trade union needs to be strengthened. Solid organizational foundation and effective contingent of cadres should be built to lay a foundation for trade union to preserve workers’ rights and interests.
