Research On The Farmers’ Legal Consciousness Under The New Situation

Farmers ’ legal awareness is an important component of the Socialistlegal system, which is also an important requirement of governing the countryaccording to law. Over the years, due to the influence of political, economic,social, cultural and other factors, the situation of Chinese farmers ’ legalawareness is not optimistic. The level of Knowing, understanding and usinglaws is not high, while fearing and repelling laws is prevalent. Nowadays,with the advance of urbanization, acceleration of the integration of urban andrural areas, development of new rural construction, farmers’thought and legalconsciousness level has changed unprecedentedly. Specifically speaking, as toquestions of to what degree do farmers know about laws, how do farmersevaluate the present laws, and how do farmers use laws in daily life, there arenew answers now. Combined with the current situation and pointed to thisissue, this paper explores farmers ’ legal awareness from four aspects for wantof helping to raise Chinese farmers ’ legal awarenessThe first part is an overview of farmers ’ legal awareness. This partanalyzes the connotation of law awareness as well as farmers’ law awarenessand points out that under the new situation of fast development ofurbanization and acceleration of the integration of urban and rural areas,cultivating farmers’ law awareness has important meaning: increasing farmers’ law awareness is conducive to advance the establishment of agovernment ruling by law, is conducive to the construction of Socialist NewRural, is conducive to coordinate the development of urban and rural areas,building a harmony society and is conducive to enhance citizens’ awareness,achieving villagers autonomy.The second part is about farmers’current law consciousness. The authorchooses the farmers of Jining area, WuLanChaBu city, Inner Mongolia as theobject of investigation, designs24survey questions, hands out500questionnaires and recovers457effective questionnaires to study the situationof farmers’ knowing, understanding and using laws. Based on the surveyresults, the author conducted an analysis of current status of farmers ’ legalawareness.The third part is about problems and causes of farmers ’ legalconsciousness under the new circumstances. Combined with the abovefindings, this section summarizes and concludes the problems of farmers ’legal awareness and provides an analysis of the causes of the shallowness offarmers ’ legal consciousness from socio-economic level, farmers themselves,laws using condition and traditional culture, etc.Part four is about ways of improving farmers ’ legal consciousness levelunder the new situation. In view of the current problems and causes of theformation of farmers ’ legal awareness, the author gives suggestions as to howto improve farmers ’ legal awareness. The article holds the view that China should greatly develop rural economy to improve the material basis offarmers ’ legal awareness; strengthen basic education in rural areas to improvefarmers ’ quality; improve the legal environment to ensure effective operationof law; transform thinking pattern to ensure that tangible results of legalliteracy.
