The grass-roots government is at the forefront ofgroup events, on the one hand, because of the restriction of the traditional conceptof governance, by the "management type" to "government mode of thinking of theidea and behavior of service government" not completely reversed; on the otherhand, due to lack of grass-roots government itself to safeguard stability, responsemechanism of the loopholes, in the coping process often appear improper disposalmeasures, widening of the situation, the resulting group events is increasing, to alarge extent on social harmony and stability is adverse, disrupt the normal socialorder, or even cause irreparable situation and immeasurable loss. In this paper,based on review summarize the relevant research literature at home and abroad, theconcept of group events, characteristics, types, influence the concept,characteristics, basic level government has done a detailed research, the relatedconcepts, ability to cope with the government at the grassroots level, the mainmeasures of main force, the problem is not enough and the coping mechanism andability construction done in detail, and taking a county in Shandong province landtype group events as a case study, combined with my practical work in thediscipline inspection and supervision departments, focus on group incidentscountermeasures and capacity building to do an in-depth exposition.The full text is divided into six parts: the beginning part is introduction. Itfocuses on the research background, the significance of this study, circles to thisproblem studies at home and abroad, I study the innovation and the deficiency; thefirst part is the theoretical basis, research content and research method of part.Mainly introduces the paper used social conflict, public governance, socialcombustion, herding effect of four kinds of theory; it introduces the researchcontent and research method in this paper; the second part is the study of therelated concepts and features. The concept, characteristics and types of group incidents and effect are introduced in detail; the third part is the study of the copingability of basic level government. Discusses the concept, the existence of thegovernment at the grassroots level characteristics, capacity and coping mechanismsof the problem; the fourth part is the case analysis part. In relation to a county inShandong province to deal with group events and the treatment measures wereintroduced in detail; the fifth part is the countermeasure mechanism and abilityconstruction part. It puts forward the countermeasures and suggestions from theaspects of constructing the early warning analysis, convenience services, do groupof dialogue, information disclosure, legal advocacy, promote efficiency, resolve thepending seven mechanism, hope to provide some help for the grass-rootsgovernment respond to group events.
