The process of evolution can be divided into four stages: The firststage from early years of Western Han Dynasty to before Emperor Wu of Han sets upjiaguan serviced the inner government. In this stage, ShiZhong is in charge ofemperor’s daily living, his jobs are trivial and his status is low. The second stage fromEmperor Wu of Han sets up jiaguan serviced the inner government to the later periodof Western Han Dynasty.
