In the current process of social development, the symptoms of "rubber man"appeared in the workplace. These people have no pain and handle affairs inefficiently.Then, they even refused to accept any new things and suggestions. It is difficult forthem to search the amusement and achievement from the individual work. For thepraise and criticism, they have no consciousness. In Chinese human resourcesdevelopment network of "Chinese job burnout index findings", it shows that thehighest degree of job burnout is from the civil servants career. Job burnout is thestrongest example of the “rubber man” in the civil service agencies. The mass of thepeople for the requirement of the government’s ruling ability is increasing. If theyare lack of passion, coping with negative treatment for their job, they not only doharm to the development of themselves, but also affect the government’sadministrative efficiency. In addition, the work quality directly affects the reform andstable development of the country. It is more impossible for them to serve for themass of the people. Consequently, it is meaningful to research the job burnoutproblem of government civil servants.This investigation uses stratified random sampling method to carry on the datacollection. Moreover,300questionnaires were issued, and288valid questionnaireswere recycled. The effective recovery rate was96%. We will focus on the civilservants at the grass-roots level in Shijiazhuang, and make an analysis on civilservants job burnout of government agency, sub district office, township county inShijiazhuang. The paper based on the summary of the previous studies. Through theanalysis of the related literature, job burnout can be divided into three dimensions:emotional exhaustion, cynicism, and diminished personal accomplishment. On thisbasis, the paper uses interviews and questionnaires, and makes deep understandingand analysis of the civil servants at the grass-roots level in Shijiazhuang. This paperuses the statistical software spss19.0to sort out the reliability and validity analysis, then analyses the correlation between each dimension and the dimension of thedifferences in demographic variables analysis.The results include the following aspects:(1) The civil servants at the grass-rootslevel are different in characteristics of different personal backgrounds in Shijiazhuang;(2) Job burnout can be seen as the combination of emotional exhaustion, cynicism andthe loss of personal accomplishment;(3) The job burnout level is on the low side ofmoderate burnout, on the job burnout of each dimension and overall, the demographicstatistics variables show the significant differences in some ways;(4) To a largeextent, grass-roots civil servant’s job burnout is caused by individual factors,organizational factors and social factors.(5) In the end, this study summaries andanalyses the research conclusion of the system, trying to use positive exploration fromindividuals, organizations and the society, and is to find out the measures to reduce oreliminate job burnout.
