Customs officer cultivation is in accordance with the requirements of related law and statute, as well as the features of customs businesses, providing a series of scheming, objective, pertinent education and training to customs officers. It is necessary to improve the cultivation, which is beneficial both to the promotion of customs officer’s personal quality and the sustainable development of customs human resources.By means of literature research, qualitative research, quantitative research, case research and questionnaires, combining with important theories about human resources development in public organizations, the dissertation introduces the domestic and foreign development status of education and training system for civil servants, as well as foreign customs organizations, the education and training status of China Customs. Besides, the dissertation makes an in-depth analysis on Xiamen Customs cultivation. Combining with practical experience, the author analyzes the major problems existing in Xiamen Customs cultivation, putting forward some countermeasures and suggestions.First, as for the concept of civil servant cultivation, the dissertation introduces the development trends, reforms and features of civil servant training system in Western countries, such as Britain and the U.S. Meanwhile, the dissertation introduces the overall development status of China civil servant cultivation, as well as the cultivation characteristics of foreign customs organizations, such as U.S. Customs and World Customs Organization, etc.Second, based on the study of customs cultivation, the dissertation offers a complete introduction about the overall situation and basic measures taken by China Customs cultivation. As for the case analysis of Xiamen Customs cultivation, four characteristic measures are summarized, such as qualification examination. However, there are still some problems existing in Xiamen Customs cultivation:for example, backward of training ideas, lack of effective evaluation for training quality, too much emphasis on knowledge education, lack of service-oriented government construction and inadequate training strengths, which affects the organizational building and business development of Xiamen Customs to some extent.Finally, aiming at the problems existing in Xiamen Customs cultivation, the dissertation puts forward some countermeasures and suggestions to improve the cultivation from following aspects:cultivation system, quality evaluation, development of officer’s potential quality, strengthen service consciousness and service ability as well as the introduction of diversified training strengths. By means of effective development of Xiamen Customs officer’s personal quality, the dissertation hopes to realize the goal of improving the overall personnel quality, promoting the human resources as well as customs scientific development.
